Lower Income Neighbors Find that their Area has the highest cancer risk in the country -700 X national average

 Chloroprene,  classified by the EPA as  "likely human carcinogen." is the main ingredient in neoprene.   Neighbors suffer from cancer.  The plant was earlier owned by duPont.
